Newly elected Trustees to the Arts Partnership of Greater Spartanburg, South Carolina for the fiscal year 2015-2016 are: Winston Wingo, Jeffrey Barker, PhD, Ethan Burroughs, Kenneth Cribb, Dr. Sidney Fulmer, Alex Garcia-Rivera, Barbara Haaksma and Kelly Turner Harvey, will serve through June 30, 2018, whereas they are chosen to provide three years of dedicated service to the Board, support the organization through a donation, be familiar with the TAP mission, serve on at least one committee, actively participate in fundraising opportunities and advocate for the arts and culture of Spartanburg County.
Born in Spartanburg, Winston Wingo earned his B.A. in Art Education from Claflin University in Orangeburg, SC, in 1977 and an M.F.A. in sculpture from Clemson University in 1980. He pursued post-graduate studies at Instituto Statute D’Arte in Lucca, Italy, the Luigi Tammasi Foundry and Artistica Marinani Foundry, both in Pietrasanta, Italy. Wingo has achieved numerous awards for artwork and teaching, having taught in both public school systems and universities, and he has had more than 40 solo exhibitions with many commissioned works.
A native of Grand Rapids, Michigan, Barbara Haaksma is currently Vice President of Corporate Marketing and Communications for Milliken & Company, which is headquartered in Spartanburg, SC. Having been with Milliken for more than 20 years, she has held various design and marketing leadership positions in the floorcovering, automotive, and contract and home furnishings industries. Prior to joining Milliken, Haaksma was a commercial interior designer. She holds a B.F.A. degree from Kendall College of Art and Design.
Originally from Puerto Rico, Alex Garcia-Rivera came to the U.S. with a baseball scholarship. He is currently Director of Training Development for Denny’s Restaurants, working at the South Carolina headquarters in Spartanburg, and a member of Denny’s Community Charity Committee. Garcia-Rivera has more than 20 years of experience in the restaurant industry with various brands, having worked through all levels of restaurant operations beginning as an entry-level hourly employee. In addition to being active in the community and in his church, he enjoys spending time playing golf, watching sports, and spending time with his wife Mona and his three children: Andrew, Shelby, and Isabel.
Dr. Jeffrey Barker is Vice President for Academic Affairs and Dean of the School of Humanities and Sciences, as well as Professor of Philosophy, at Converse College in Spartanburg. He has published numerous books and articles and has served as a visiting professor of philosophy at the University of Iceland in Reykjavik, and co-chairs a Biomedical Institutional Review Board for Spartanburg Regional Healthcare System. Dr. Barker received his BA from California State University and both his M.A. and PhD from Purdue University.
Ethan Burroughs currently serves as Spartanburg Market President and Business Banking Manager with Wells Fargo Bank. He began his career with Wachovia in 1991 after graduating from Clemson University, then began working in Spartanburg in ‘92. Burroughs also served in the US Army Reserve from 1987 to 1995, graduated from Leadership Spartanburg in 2006, served as former president of Spartanburg Lions Club, and is a deacon at First Baptist Church Spartanburg. He is married with three children.
Kenneth Cribb is President Emeritus of the Intercollegiate Studies Institute and former Chief of Domestic Affairs for President Ronald Reagan for whom he administered the White House Offices of Domestic Policy, Cabinet Affairs, Public Liaison, and Welfare Reform. Earlier in the Reagan administration, he served as counselor to the U.S. Attorney General. Cribb is also a trustee and Chairman-Elect of the Board of Brevard Music Center, and he serves as trustee of the Federalist Society, the Sarah Scaife Foundation, and the Young America’s Foundation. He was formerly Vice Chairman of the Fulbright Board of Foreign Scholarships and a Governor of the American Red Cross.
Dr. Sidney Fulmer is a retired M.D. in OB-GYN who graduated from Wofford College in Spartanburg. He continued his education at Emory University Medical School and completed a residency at the University of Virginia in Charlottesville, VA. Dr. Fulmer serves an emeritus board member of The Spartanburg County Foundation, vice chairman of Cardiac Division at Spartanburg Regional Foundation, and has previously served on the boards of The Spartanburg Little Theatre, Music Foundation of Spartanburg, Ballet Spartanburg, and Spartanburg County Historical Associations, all of which are partner organizations of TAP.
A lifelong resident of Spartanburg, Kelly Turner Harvey received her B.A. in Finance from Wofford College in 2004 and will complete her M.B.A. from North Greenville University in 2015. She is an Associate Commercial Banker at NBSC in Spartanburg and has worked in the banking industry for eight years. Harvey also serves on the boards of United Way Young Leaders and Christmas in Action, in addition to being an active member of Junior League of Spartanburg, Rotary Club of Spartanburg, and Spartanburg Young Professionals.

Founded in 1968, the mission of The Arts Partnership of Greater Spartanburg, a certified 501(c)(3) non-profit organization, is to provide cultural leadership for Greater Spartanburg by developing, strengthening and promoting the scope, excellence and educational role of the arts, humanities and sciences and to further their significance in the life of the community and all of its citizens. TAP owns and operates the 86,000 square foot, three-building campus of Chapman Cultural Center in downtown Spartanburg, supports eight cultural organizations and community arts organizations through an extensive grants-making program, and provides arts education for all K-12 students in Spartanburg County, South Carolina.
